Public Affairs Officer wanted
I am resigning from my position as the Public affairs Officer for the Naval Surface Warfare Center, Naval Explosive Ordnance Disposal Technology Division in Indian Head, MD. It’s an exciting command in the research and development community that delivers information and technologies for countering explosive threats to all four branches of service.
Below is a general description of the responsibilities. We’re looking for someone with practical experience in the breadth of general public affairs responsibilities – from internal and external information campaign development to community and media relations management.
As Command Public Affairs Officer, the incumbent is responsible for designing, planning and directing the Command’s public affairs program, which includes internal and external communications developing and coordinating articles for local newspapers, newsletter, and magazines. The incumbent develops and disseminates other informational material/issuances for internal Command use. The incumbent is responsible for establishing an effective working relationship with all media in order to fulfill the responsibility for coordinating Command programs with outside organizations such as local schools, senior citizens, local public organizations, and county government entities. In addition to greeting and dealing with visitors to the Command, the incumbent develops Flashpoint articles as well as background material and write-up for NSWC Year in Review, NAVSEA Annual Report, Command History, and manages Command participation in such activities as the Charles County Science Fair, Charles County Fair, and Christmas in April.
For assigned areas of work and responsibility, the incumbent serves as the Command focal point for receiving and disseminating information from higher echelons on changes in administrative requirements or regulations, which includes assessing their applicability to Command operations and developing Command directives and recommendations to ensure compliance with new requirements. For example, when changes are directed in local administrative issuance systems, the incumbent assesses the impact on the Command, develops strategies and proposals for compliance in such a way that production is least negatively impacted, proposes revisions to the Command’s Internal Issuance Systems, and presents proposals to higher levels for concurrence. The incumbent is responsible for reviewing such directives and instructions that emanate from higher echelons and initiating effective implementation, which can include development of local supplemental guidance, and monitoring activity to ensure compliance by Command personnel with such guidance.
The incumbent is responsible for reports control and forms management, which includes ensuring timely submission of recurring reports, such as Command History. The incumbent, for example, maintains an issuance numbering and filing system.
The incumbent manages the Command Directives Issuance System/program, which includes responsibility for managing the numbering system and annual updates, as required. The incumbent also maintains the consolidated listing and Command files for Instructions and Notices, manages the Command tickler system, and ensures timely execution of an annual review of all Instructions and Notices.
The incumbent serves as Command Privacy Act Officer, which includes ensuring that Command personnel are kept informed of changes in Privacy Act-related regulations. The incumbent reviews any requests for data that may be covered by the Privacy Act-related regulations and makes a determination
